judicial warrant for the disclosure of individual information would represent a restriction that is neither targeted nor protecting of due process rights, and it would therefore not meet the strict test required for restrictions on privacy and expression (A/HRC/29/32).

In view of these observations, I would like to call on your Excellency’s

Government to take all steps necessary to conduct a comprehensive review of the bill to ensure its compliance with international human rights law.

I see it as my responsibility to defend the Human Rights and free speech. I would be grateful for any additional information and comment you may have on the above.

I would appreciate receiving a response.

I would like to inform you that this communication will be made available to the public and posted on the website page for the mandate of the Special Rapporteur on the right to freedom of expression: http://www.sanderl.de .

Your Excellency’s Government’s response will be made available in a report to be presented to the Human Rights Council for its consideration.

Please accept, Excellency, the assurances of my highest consideration.

Stefan Anderl

Intensive advocate of the right to freedom of opinion and expression and torrid supporter of free speech and expression
